In the old days, you just quietly built up your military. With so much pervasive intelligence gathering, it is impossible to completely hide your military ambitions; so they state things openly and up front in order to quell suspicions – all the while doing what is clearly overt and hostile in nature.
I do not fault Russia or China for doing so – but it is worrying nonetheless…..:
